Monitor API

POST /api/v1/monitor — create a monitor for an application.

POST /api/v1/monitor/{id}/observe — runs a real verification and records it as the next immutable observation.

GET /api/v1/monitor/{id} — status and the most recent observations, each with a drift_category (NONE/MINOR/MATERIAL/CRITICAL).

Observations are never rewritten. A change in verdict creates a new observation linked to the one it supersedes, and raises an alert visible in the web UI and via webhooks.
